HOME: Eviction Defense and Tenant Stabilization Program

The HOME Program helps low-income tenants with eviction defense, Section 8 issues, mobile home park issues, habitability problems and price gouging. We also assist low-income landlords who need help negotiating with tenants.
Our housing team may also provide outreach services to tenants in remote areas of the County who are unable to come into the office, depending on eligibility and available capacity.
Through its housing services, the program:
- Support tenants in addressing unlawful eviction concerns and understanding their housing rights
- Promote safe and habitable housing conditions for low-income tenants
- Help preserve existing low-income housing
- Encourage landlords to address repair and habitability issues
- Assist tenants facing displacement by providing information and limited support to help them plan next steps
- In limited circumstances, assist low-income landlords when their own housing stability or safety may be at risk due to tenant-related issues
All legal services are dependent upon the capacity of the program, determined priorities, and staffing.
Home Keep Services for Mobilehome Owners
LASC may be able to provide assistance to eligible mobilehome owners who are at risk of eviction from a mobilehome park. Services are focused on housing stability and are dependent on eligibility, capacity, and timing.
Services may include:
- Providing information and limited assistance related to eviction notices and unlawful detainers in mobilehome park tenancies
- Assisting mobilehome owners in addressing tenancy-related issues with mobilehome park management that place their housing at risk
- Offering guidance regarding housing rights and available options when facing displacement

Actual Stories of How HOME Helps Tenants
Bill’s Story
Bill is a Section 8 housing voucher holder who is disabled and has lived in his apartment for over 19 years. William was served with an eviction notice after false claims by his neighbor were made. Had he been evicted, Bill would have been homeless.
LASC investigated the neighbor’s claim and disproved it. LASC staff represented Bill through litigation and successfully attained a stipulated judgment in his favor. This judgment enabled him to stay in his home and not pay any attorney’s fees. Bill avoided homelessness and was able to remain in his home of 19 years.
Struggle for Home — Displacement in Sonoma County
Using public records requests, Legal Aid of Sonoma County and the North Bay Organizing Project tracked and mapped all available eviction data over the last seven years. Struggle for Home is Sonoma County’s only existing resource that makes public this type of eviction data.
